Tried it just to be sure. Gave it 30 minutes. 
mpiexec --comm=pmi hello -sleep -abort 0 
Result is (very short version): 
PBS: job killed: walltime 1845 exceeded limit 1800 

Tis stone cold dead in de Tor queue. :)
