That's how Torque/Maui does preemption.

My understanding is that it doesn't work reliably for node-spanning MPICH jobs 
at the moment.  I've only gotten involved because of our colleagues at SAPAC 
in Adelaide were trying to get it to work and having all sorts of trouble.
