PBS patches: Do they apply tp Torque?

I think the OSC patches to applied recently to Torque include the I/O
stream handling patch for mpiexec, as well as a mom-restart patch that's
not strictly necessary for mpiexec but handy nonetheless.  I haven't had
a chance to look at the Torque code base lately, though.
