mpiexec release 0.65

This change from mpiexec 0.64 only affects MPICH/P4 users.  Since the
MPICH developers incorporated most of the mpiexec changes and made a new
alpha version available, the patch to MPICH has become much smaller.

Plus Ben Webb found some confusing behavior with MPICH/P4 wanting to
change its working directory to that of the executable.  He fixed it
using the "-p4wd" argument.

          mpich-1.2.3-alpha-020118-mpiexec.diff: Rename mpich patch and make
          dependent on release date to avoid distribution renaming problem.
        * README: Explain improved mpich situation and point out my
          PBSPro ignorance.
        * configure.in: Be more flexible with mpich/p4 or mpich-p4, e.g.
        * mpiexec.c: Fix absolute path to mean anything with a separator.
        * start_tasks.c: Pass current working directory explicitly to
          mpich/p4, from ben at bellatrix.pcl.ox.ac.uk.
